OFFICIAL BIOGRAPHY
Jessica Ingrid.
AUTHOR · LEGAL RESEARCHER · FOUNDER & EXECUTIVE DIRECTOR
Jessica Ingrid is a French author, legal researcher and Founder and Executive Director of Institutum Lex Feminae, an independent women's rights research institute established in Paris, France.
Working internationally between France and the Republic of Korea, her research examines the relationship between legal protections, institutional enforcement and measurable outcomes. Her work combines comparative legal analysis, quantitative research and public policy evaluation to investigate how legal systems translate formal rights into effective protection.
Her research is guided by a central question: When the law promises protection, how do we establish whether institutions actually deliver it?
Research and Intellectual Contributions
Jessica Ingrid is the creator of the Lex Feminae Corpus, a family of analytical research frameworks developed to examine legal architecture, institutional effectiveness, prevention and the relationship between climate-related displacement and protection systems.
The Corpus comprises the Lex Feminae Index® (legal architecture and statutory protections), Effectum® (institutional and policy effectiveness), Praeventum® (prevention and risk reduction) and Climatis® (climate-related displacement and institutional protection responses).
Through these research instruments, her work examines the relationship between legal commitments and institutional performance, with particular attention to women's rights, criminal justice, enforcement mechanisms and public accountability.
Her research interests extend to domestic and sexual violence, technology-facilitated abuse, digital sexual exploitation, criminal justice responses, institutional transparency and the evaluation of public interventions.
Institutum Lex Feminae
As Founder and Executive Director of Institutum Lex Feminae, Jessica Ingrid directs an independent research initiative dedicated to examining the distance between formal legal protections and their practical implementation.
Her institutional work encompasses legislative analysis, comparative legal research, policy publications, institutional evaluation and evidence-based recommendations for public authorities.
In France, her legislative research has examined proposals addressing sexual and gender-based violence, including Proposition de loi n° 3106 and Proposition de loi organique n° 3107.
In the Republic of Korea, her research addresses gender-based violence enforcement, digital sexual crimes, institutional transparency, prevention and the effectiveness of public protection mechanisms.
Her work seeks to contribute to legal and institutional reform through research that is both analytically rigorous and operationally relevant.
Publications and Authorship
Jessica Ingrid writes on law, women's rights, criminal justice, institutional performance and public policy.
Her body of work includes policy briefs, legislative commentary, comparative legal analysis and research developed through Institutum Lex Feminae and its associated publishing activities.
Her writing combines legal interpretation with empirical evidence to identify gaps between statutory protections and institutional outcomes.
Rather than limiting research to the identification of legal deficiencies, her publications emphasize practical recommendations, enforceable mechanisms and measurable institutional improvements.
Her work reflects a broader commitment to connecting independent research with legislative development, institutional evaluation and public decision-making.
Academic Foundation and International Experience
Jessica Ingrid's academic foundation in law is rooted in Université Paris-Panthéon-Assas, one of France's most established institutions for legal education.
Her international professional background spans legal analysis, institutional administration, intellectual property and research development.
Combining this legal foundation with multidisciplinary experience, she approaches comparative law, quantitative research and evidence-based policy evaluation with particular attention to institutional accountability and the practical enforcement of legal protections.
Working across French, English, Spanish and Portuguese, she brings an international and comparative perspective to legal and public policy questions.
Her professional and research activities connect legal scholarship, institutional practice and the development of independent analytical frameworks.
Research Philosophy
The existence of a law is not evidence of its effectiveness.
For Jessica Ingrid, legal accountability extends beyond the adoption of legislation.
While laws establish rights, duties and institutional obligations, their effectiveness must also be examined through implementation, enforcement, judicial responses and measurable outcomes.
Her research approaches legal protection as both a normative and an empirical question, examining not only what the law provides but also how institutions respond when those protections are tested.
Through the Lex Feminae Corpus and her work with Institutum Lex Feminae, she seeks to advance a more evidence-based understanding of legal effectiveness, institutional accountability and public protection.
